Prior to launching Vira, she spent 10 years with McKinsey & Company serving large multinational companies and national governments on a variety of complex issues, including global public health. She also led the Bill and Melinda Gates Foundation team in the Middle East where she oversaw a philanthropic grant portfolio of >$2b. She has a deep passion for supporting women to live happy, healthy and more productive lives.


Dr. Matthew Chow

Chief Mental Health Officer, TELUS Health

Dr. Matthew Chow is an executive and specialist physician known for his purpose-driven leadership across private enterprise, public administration, and organized labour. He brings a unique, systems-level perspective shaped by two decades of experience in healthcare innovation and governance. Dr. Chow currently serves as Chief Mental Health Officer at TELUS Health. From 2016 to 2020, Dr. Chow oversaw multibillion-dollar health budgets in Western Canada. He was later elected president of the region's representative medical body, leading over 14,000 physicians through the COVID-19 pandemic, natural disasters, and a drug overdose crisis. He was a telepsychiatry pioneer and an early adopter of cloud-based medical technologies.

She is recognized internationally for her expertise, speaking regularly at leading conferences and contributing to global projects like the WBCSD’s Healthy People, Healthy Business report.  Yulia holds an MBA from Harvard Business School, a Postgraduate Certificate with distinction in Psychology and Neuroscience of Mental Health from King’s College London, and an MA in Computer Science. She is currently training as an ICF-accredited systemic coach.
